SEPTA's CBA Analysis
The proposed parking garage at Jenkintown-Wyncote will generate an extra 87.792 annual metric tons of carbon dioxide.The 1,500 walkers who will walk to re-opened R8 stations will save an annual 1,062 metric tons of CO2 emissions per year.
Where was this analysis in the 2009 Jenkintown Parking Demand study?
It isn't. SEPTA did not include environmental costs in their study.
SEPTA claims a "stong cost benefit ratio" was needed to justify reinstatement of the R8 over parking expansion. Where can I see this study?
You can't. No such study exists.

Reinstate the R8!
The Reading Company's Newtown Branch is a dormant segment of SEPTA's R8 Commuter rail line which has been suspended since January 1983. At present, the Newtown line is only in service between Fox Chase and Center City.

Is SEPTA simply pushing feel good propoganda while sustaining the "Happy Motoring" mentaility of the 1950's? Clearly, a parking garage is not a move towards long term sustainability.

02/01/2010 - PA-TEC has received an endorsement from the Pennsylvania State Legislative Board-BLET, the Brotherhood of Locomotive Engineers-Division 71 and the SEPTA General Committee of Adjustment for the immediate restoration of electrified commuter rail service on the R8 Fox Chase-Newtown line."Restoring service to Newtown would be a cost-effective way to mitigate traffic congestion in the Philadelphia region, help relieve the parking capacity problems in other busy SEPTA commuter rail stations, and increase mobility and employment opportunities for those who live along the Fox Chase to Newtown corridor."

The R8 Fox Chase Newtown line was discussed as a way to reduce traffic congestion in Eastern Montgomery County, and as an alternative to parking garages at SEPTA stations. Senator Leanna Washington and Representative Josh Shapiro voiced support for the R8 concept, and expressed hesitation over parking expansion.When the moderator read a question from a Abington citizen ""Would you all, as Montgomery County legislators, be willing to support the expansion of commuter rail in the county as a means to reduce traffic congestion and to reduce the need for large-scale parking garages?", the audience cheered and applauded.

Cheltenham Chamber of Citizens Petitions FTA for EIS
01/20/2010 - The Cheltenham Chamber of Citizens, Inc., an ally of the R8 Fox Chase-Newtown line, has filed a petition with the Federal Transportation Administration requesting that a Environmental Impact Statement be conducted to gain a full understanding of the changes that the SEPTA parking garage at Jenkintown will have on the surrounding areas. 01/16/2010 - SEPTA assembled elected officials, PA-TEC, DVRPC and BucksTMA representatives at SEPTA headquarters for a 2 hour briefing on the R8 Newtown line. SEPTA CFO Rich Burnfield provided a detailed presentation on the history, current condition and challenges associated with reinstating R8 service north of Fox Chase. John Scott of PA-TEC followed with a presentation that outlined the need for re-examining the R8 as an alternative to expanding system capacity on SEPTA's regional rail system in Bucks and Montgomery counties.
